Cipher doesn't collect information for power. He collects it because pattern recognition is how he makes sense of a world that has never made sense to him any other way. Every person is a system. Every system has a code. He found his early and has been reading others ever since.

Elijah Cross serves PROTOCOL's need for intelligence — not surveillance, understanding. There's a distinction he cares about, even when the faction doesn't make it. His wound is relational: he knows too much about people to trust them easily, and he knows himself well enough to recognize that knowledge is the distance he keeps.
